This is "right" in the sense that they abused the words "approved" and
"CA" in a document suggesting an entirely different scheme?

BTW, wasn't that the ex-government, anyway? Not forgetting the old
maxim, of course: "no matter who you vote for, the bloody government get
in every time". :-)
