I'm sure you're right (and now I know social one of the advisors in the
Cabinet Office I must say I've had a whole new insight into the ways of
working of government policy).=20=20

However, I rather presume that if I phoned up GCHQ and said `Oh, could
you please tell me what Nigel Hickson's been doing on export control?' I
would get a fairly frosty reaction.  And there lies the problem
throughout with this sort of stuff.  Once the debate is happening within
government, or between government and government-ish entities like GCHQ,
it totally lacks transparency.  Peoples' bona fides are actually rather
hard to verify.

Of course, a Freedom Of Information Act would help here.  Oddly, we
don't seem to have one yet.=20=20
