Well lessee; the infrastructure described has existed for donkey's years...

How many people have chosen to use it for pgp ?

How many people have chosen to use it for paper mail, for instance when
replying to classified ads in the paper ?  Hmmm.

And for further marks why was the writer aiming to avoid government-backed
CAs in the first place ?
