Surely a very serious over-simplification in this comment.
The implication is that PGP is the most desirable solution to the
non-military cryptosystem problem.
It is PGP (and Public Key Systems generally) which create the problems
of Key Distribution and hence bring about the proposal for CAs as a remedy
-- a remedy which falls far short of a cure.
This is not the place to enlarge on this topic but there are other and
better cryptosystems which will ensure privacy in personal and commercial
transactions avoiding entirely the need for governmental participation
in a search for ever-elusive international agreements.
