I'd already considered a permit application filibuster to see what would 
happen, but decided that the risk of being declared the bureaucratic 
equivalent of a vexatious litigant was too risky - if it suddenly costs $50 
or $100 to file an application then things like my arms courier experiment 
become impossible, or at least rather costly.  I'd have no trouble in proving 
a point, but all it would do is make things more difficult in the future.
