It has been noted by others on this list a number of times previously that
in the US most crypto was removed from the (Department of Defence
controlled) International Traffic in Arms Regulations to the (Department of
Commerce controlled) Export Administration Regulations in November 1996.

Depending on the stuff being carried, explanation of this fact at the right
time and in the right way might be to the advantage of any list member in
the same situation (how likely?).
