If you work on the assumption that politicians and civil
servants all have as their primary goal the gathering of
power, influence and information to themselves, with any
benefit to the general public purely as a side-effect, you
won't go far wrong.  That may not be the _intent_ of
_individuals_, but it is the _effect_ of _organisations_.
In opposition, individual people wrote policies.  In
government, faceless spooks provide advice to naive civil
servants who provide policy to busy politicians.

The government and/or the DTI are ashamed of their policy
on `lawful' interception --- odd that Peter Wright got
prosecuted for writing a book about illegal acts, but not
for the illegal acts themselves, wouldn't you say? --- and
therefore still refuse to release any details on how they're
going to do it.  Whatever the intent, the effect is to chill
the field of crypto.  Handy, eh?

If Tony Benn's phone isn't safe from uncontrolled,
unaccounatable spooks, no-one's is.  The civil servants are
being asked to produce a policy that allows the traitors
that betrayed this country in the fifties and sixties, and
then engaged in anti-democratic witch-hunts through the
seventies and eighties, to continue their work with as
little impediment as possible.  It is our duty as citizens
to resist this, to refuse to co-operate and to generally
render the policies as unusable as possible.
