I have a copy of the document, faxed to me by the Press Association.
The usual nonsense: relevant DTI phone lines engaged till after 5,
then no response. The after hours number given in their press release
wouldn't help.
Summary:
Claim that ecommerce important, and trust necessary. A technology
neutral solution sought.
Voluntary licnesing of CAs with the carrot of legal recognition of
signatures
Claim that more powers required for law enforcement
Voluntary licnesing of encryption services, with escrow of
confidentiality keys mandatory
New legislation introducing decryption warrants that may be
presented not just to escrow agents but to users and anyone else
Cursory mention of export controls; might be eased but no specifics
Censorship of the net: strong support for Internet Watch
Foundation
Publication of the allegedly `independent' summary of responses
...
In other words' it's the previous government's policy, spun but not
doctored
