Commerce Sec. William Daley says the current policy on computer encryption is
failing. Daley said in a speech Wednesday that the administration has been
unable to put in place even a modest easing, approved by President Clinton in
1996, of tight export limits on encryption. Encryption products, which scramble
computerized information and render it unreadable without a password or
software "key," have become an increasingly critical means of securing global
communications and commerce over the Internet.
