No, it is not foreseeable. It has already happened.
A first test release of Cryptozilla was released on
http://mozilla-crypto.ssleay.org/
around 15 h after Netscape had released the Mozilla source code. Cryptozilla
is the Mozilla version with SSLeay strong crypto extensions developed in
Australia. Mozilla is what marketroids nicknamed the "Netscape Communicator".
Its source code excluding the cryptography parts has been released on
<http://www.mozilla.org/> on 1998-04-01.
