Paul,
that might apply if strong crypto were automatic: eg., end-to-end for all
telephone calls. We are very far from such a widespread implementation of
crypto. The closest we come is mandated over-the-air crypto for cellular
phone calls, but those calls are still available to law enforcement via normal
land-line wiretaps.
It might also apply if programs like MS Word were to insist on encrypting
all files stored from it. The chance that a user community would tolerate
such a decision on MS's part is very small.
