It's difficult to know exactly what the problem is for you, but if you've
tried the two suggestions above and they don't work, I suggest you try
downloading Olly Betts's AddToPath utility that you can get from here:

Copy it inside "$.!Boot.Library" and try re-booting both !TeX and !TeXFonts
(that is, re-run their !Boot files). Hopefully this will do the trick.

I've been meaning to make suitable changes to the original archives but
haven't yet got around to it.
