[Debian-uk] BBQ keysigning

I've just re-generated the keysigning matrix from the BBQ - I haven't
uploaded it yet (Eventually I'll probably put it in the "Aftermath" section
so people can compare them).

So far the number of sigs has risen from 13.8% before the BBQ to 24.1% after it.

If anyone else still has to sign/upload sigs then please do it asap, I'll
probably do a final run of the matrix script later this week.
