Don't forget that to drive 7 IDE CD-R drives you'll need (at least) 4
machines. They won't do 48x reliably, either, unless you dedicate a
machine to each.

And I really wouldn't expect that random no-name media for 12p is ever
going to do 48x and be readable afterwards in the majority of existing
drives out there. Once you start getting beyond 16x or so the media
compatibility gets exponentially worse.

I doubt you'll be able to get enough machines of enough spec to be
able to do the 7 drive things. A couple of drives writing at 24x may
be workable...
