Yes it can (and does in the default install). However that is a side effect. Its
real functionality is to run user services.
This is a reflection of the fact that XDG_RUNTIME_DIR is used by multiple
systemd behaviours and when they are extracted into self-contained
implementations, they need to create/use XDG_variables.
