standalone PAM for xdg-runtime dir ?

Hi,
after discussion a bit with seatd's maintainer, I wanted to enquire a
bit about PAM and elogind. As far as I understand, seatd directly
grants user access to devices etc. Elogind does the same, with session
management added.
However, to start a simple window manager, seatd should be sufficient.
Though it has no way to create an XDG_RUNTIME_DIR; in elogind,
pam_elogind does that.
This https://github.com/cernops/pam_xdg_runtime_dir is a standalone PAM
module that just creates that. Am I correct in assuming this would me to
just allow me to run seatd with my window manager?
Or does elogind take care of anything else mission-critial?
I would assume I need to have a Provides: for logind too?
