you could use the NEWS file for this, advising user that upgraded from
version (<=xxx) to run commands [1] to fix the boot sequence, unless
they have played with runlevels for their own purpose.

[1] I guess it would be:
update-rc.d -f wtmpdb-update-boot remove
update-rc.d wtmpdb-update-boot defaults
