yes, sbuild does not do any cgroup handling. Somebody could implement this and
make the sbuild unshare backend depend on a running cgroup manager as provided
by systemd but nobody has found the motivation to do so yet.

Usually, what other packages do here, is to adjust their tests to detect a
situation in which the test cannot run and then skip that test.
