sysvinit_3.14-3_source.changes ACCEPTED into unstable

I think I have addressed all the items that are appropriate so close to the
freeze.

The src:sysvinit BTS is now much more manageable. The significant areas for forky
that will need more thought are

 - fsck related (#326647, #686895, #571241, #408954 et al.)

 - mounting additional kernel filesystems (debugfs, cgroup2, ...; see #539352)
