Debian src:sysvinit bugs

You will have noticed I have been cleaning up src:sysvinit on the BTS. Apologies
for all the collateral email traffic.

Broadly, there are 3 groups of bugs outstanding:

 - mounting kernel filesystems (debugsfs, cgroups2...): #968425 et al.

 - problems with NFS and other network filesystems (CIFS), particularly in
   relation to ifupdown trigger. I have not merged them as I am unsure they all
   have the same underlying cause.

 - 2 categories of fsck issues:-

   a) /forcefsck uses fsck -f option which is not universal: #686895
   b) fsck when using battery power: #326647, #503765

They probably require significant code changes which may be unwise this close to
trixie freeze. But if anybody can see clean solutions now, please do say.

I hope that by pruning the BTS hard, it has made it easier to see what needs to
be done.
