Thanks for the confirmation. I have your patch applied locally but, having not
seen any FTBFS, I wasn't rushing to upload.

So you mean

  ifeq ($(DEB_TARGET_ARCH),arm64)
  export DEB_LDFLAGS_MAINT_APPEND=-Wl,-z,gcs-report-dynamic=none
  endif

rather than your original suggestion?
