SysV init 3.11 released

Hello fellow init fans.

I've just uploaded the new SysV init 3.11 release to GitHub. The main 
attraction in this version is the ability to chain together shell 
commands in the inittab file. This allows administrators to run "A && B" 
or "A || B" style commands from the inittab.

There were also some documentation fixes in this reelase in the inittab, 
halt, and fstab-decode manual pages.
