I would guess the release team can choose to do whatever wrt Debian testing and
stable. So if it's about packages entering testing or stable, then indeed it's
the release team who have the final say.

https://wiki.debian.org/Teams/ReleaseTeam with more info on what they do.
If the discussion does not go anywhere, there's the Debian Technical Committee
( https://www.debian.org/devel/tech-ctte ) who can advice and play their role.
Generally it's best to try to come to an agreement earlier, of course. O, and
the TC did a talk at last DebConf.
