New SysV init version

Thanks for this.

I have just updated Debian's insserv packages.

However, the sysvinit Makefile changes have altered the installation paths for
translated manpages.

Previously they were installed in /usr/share/man/LANG/manN/page

Now they are in /usr/share/man/manN/LANG/page.

I believe the previous behaviour is correct, certainly it is on Debian. Is this
a deliberate change?
