You'd need to add a new procps-nosystemd package in debian/control and 
then arrange for debian/rules to run a new build without systemd support 
and then put the results into that package.

I think if you wanted to pursue this, you should first check that the 
procps maintainer would accept such a patch, as otherwise you'd be 
wasting your time.
