Not an openrc user, but I think it can run it's own init or run on top
of sysvinit. The debian package ships a /sbin/openrc-init bin, I
suggest to look at the manpage.
If that seem a suitable init you can test it by providing an
additional kernel command parameter init=/sbin/openrc-init
(you need to press `e' in GRUB to temporary edit the kernel command line
 if I recall correctly)
