This looks like two separate issues.
1) rsyslog doesn't provide the init script any more, which is totally up
to the maintainer (Michael Biebl) unless overridden by the TC. That bug
(-1) can be left wontfix, wishlist, and closed. Please do not reopen it
without a TC or RM decision.[1]
2) The init script distributed by orphan-sysvinit-scripts doesn't work
in some (?) cases. This should be fixed (or otherwise handled) by the
maintainer(s) of orphan-sysv-init scripts.
