You most likely want some pinning. Just held in dpkg or even marked
as XB-Important: yes often brings apt to tears in sid, i.e. refusing
to dist-upgrade at all.
Check the prevent-* packages in
http://www.mirbsd.org/~tg/Debs/dists/sid/wtf/Pkgs/mirabilos-support/
for inspiration. (I’ve moved from sid to bullseye though, so they
only get very mild testing in a chroot, and not with the latest
shenanigans yet.)
