Hello Maintainers,

In the original debian/copyright file , I found some issues:

Issue 1: The original debian/copyright reports incorrect licenses in the most files from debian/ folder as below:

    Files: debian/*
    License: GPL-2+
    Copyright: 2015 Adam Conrad <adconrad at debian.org>
               2018 Dmitry Bogatov <KAction at gnu.org>
               ...
               2012-2013 Steve Langasek <vorlon at debian.org>

Because "License: GPL-2.0+" is existed in files from debian/po/ folder,
and I didn't found any license in the most files from debian/ folder.
The correct licenses information should be:

    Files: debian/po/*
    License: GPL-2+
    Copyright: ...

However, I am using "dep5 report" from FOSSology to create "new copyright".
"dep5 report" merged files (are same licenses) to a paragraph by automatically.
License of "Files: debian/po/*" is the same as license of "File: *" (GPL-2.0+)
So, I merged them to one paragraph (File: *).
And I merged years of same copyright holder by manually. An example as below:

    Files: *
    Copyright: ...
               2014      Petter Reinholdtsen <pere at debian.org>
               2005-2006 Petter Reinholdtsen <pere at debian.org>
               2006-2010 Petter Reinholdtsen <pere at debian.org>
               ...
    License: GPL-2.0+

After merge copyrights to:

    Files: *
    Copyright: ...
               2005-2010, 2014 Petter Reinholdtsen <pere at debian.org>
               ...
    License: GPL-2.0+

I changed some license names (e.g., GPL-2+ => GPL-2.0+).
Because I am using license names in database from FOSSology tool.
I think that license name belongs to database of any tool.
Example: FOSSology and debmake tools use license "GPL-2.0+", while licensecheck tool use license "GPL-2+".

Issue 2: Missing GPL-3.0, GPL-2.0 licenses in the original debian/copyright
The correct license information should be:

    Files: contrib/sysd2v.sh
    Copyright: 2019 Trek http://www.trek.eu.org/devel/sysd2v
    License: GPL-3.0

    Files: doc/Install
           man/fstab-decode.8
           man/initctl.5
           src/fstab-decode.c
           src/runlevellog.h
           src/runlevellog.c
    Copyright: 2006 Red Hat, Inc.
               2018 Jesse Smith
    License: GPL-2.0

I am using the results of FOSSology tool to replace the original debian/copyright.
I'd like to send you the original debian/copyright, new debian/copyright at the attachment.

If you have any comment/suggestion about my changes, Please let me know.
