Thank you for catching the translation files duplication. I've removed
the man/*.po files. We'll stick with the original man/po/* files.

I've committed this change, along with a couple of Makefile fixes to
properly respect install prefixes.

The 3.06 branch is now tagged 3.06-beta for testing purposes.
