Bug#1014511: sysvinit: debian/copyright reports incorrect licenses

Hi Mark Hindley and Axel Beckert,

I sent an e-mail "sysvinit: License of debian/po/vi.po file" to Clytie Siddall from 2022/07/11
But maybe Clytie Siddall is busy in his/her work.
And I haven't received  any feedback from him/her.

Currently, we don't have any license information of debian/po/vi.po file.
I think that we should update copyright information of debian/po/vi.po in debian/copyright file follow https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=1014511#20
I didn't see it in copyright file or 0001-d-copyright-add-missing-entries-and-sort-by-date-Clo.patch file at Mark Hindley's attachment.

Please find attached a new d/copyright file together with the diff. I have tried
to take your comments into account and make the file more complete and
consistent without introducing a level of specificity which may not be
warranted.
