let's kill src:lsb

Hi!
With lsb-release-minimal now in unstable, and apparently working fine, I
think it's time to put src:lsb to a nice pasture. It has been doing no
useful thing since 2015 when Debian stopped pretending we support LSB.
It currently builds two packages:
* lsb-release
* lsb-base
The former checks in a round-about way for lsb modules which are long gone;
we can avoid all this complexity by replacing it with lsb-release-minimal
which provides identical output.
As of lsb-base, its contents are two scripts which are needed by
sysvinit-utils, plus a ton of metadata that's much heavier than the payload.
Thus, I'd merge /lib/lsb/init-functions.d/00-verbose ("autogenerated"...)
into /lib/lsb/init-functions, and incorporate it into sysvinit-utils.
The packages are transitively-essential and essential, respectively.
Any reasons not to do this?
Meow!
