A quick experiment with po4a suggests that running

 po4a po4a.cfg

in man/po does build the translated manpages.

However, there is no makefile rule for that build or subsequent installation
(which is bizarrely handled in src/Makefile!).

That seems something to deal with upstream. Helge, could you liaise with Jesse
to complete that?
