I have had a quick look and I think the upstream support for this is still
incomplete. Shouldn't there be a rule for building translated manpages in
man/Makefile?

The other possibility might be dpkg-diverts. Perhaps that depends on how many
conflicts there actually are/will be. I will try to quantify that more
accurately.
