Bug#1008911: initscripts: /run often mounted nodev, "/run/rootdev" likely to fail

Often /run is mounted with the "nodev" option, at which point doing a
`mknod` "/run/rootdev", then trying to `fsck` that doesn't work as a
fallback.  Perhaps "/dev/fsckfallbackdev"?
