Intention to adopt eudev

I agree, on all points. Calling the file something like BUILD would be
good. And I agree most users won't build eudev from source. I'm just
thinking of helping developers (like us) who want to join the team.

As far as I know everything I need should be there - but it's hard to
tell which is why I'm hoping we can focus on documenting exactly what
eudev needs to build. I've got the autoconf/autotools packages
installed, along with m4, etc. But the strip fails early in the
./autogen.sh script.

I'm running Debian 10, which is the equivalent of the latest version of
Devuan. Assuming Devuan is our primary platform, then hopefully
everything I have here is up to date enough to build eudev.
