Intention to adopt eudev

I'm very much interested in this effort. I downloaded the latest eudev
source and tried to build it. Even with all the requested dependencies
installed, it didn't build on my Debian machine and there doesn't seem
to be any documentation to help with the process.
In my mind, this seems like the first hurdle to clear: figuring out how
to get eudev to build cleanly on Debian and Devuan and document it
clearly, maybe in a text file called INSTALL.
The error I get when trying to run the autogen.sh script is:
libtoolize: linking file 'm4/lt~obsolete.m4'
configure.ac:164: error: possibly undefined macro: AC_DEFINE
If this token and others are legitimate, please use m4_pattern_allow.
