I believe the README.md is outdated here. If you read the sources,
you'll see that it is indeed never used. Thanks for spotting the missing
libmount-dev removal.

If in doubt, I suggest that you build elogind normally, then turn
libmount-dev and libblkid-dev into Build-Conflicts without changing
debian/changelog. If you build such a modified package, you'll observe
that the resulting .debs are bit-identical to the previous once since
elogind is normally reproducible. That should be quite a strong clue,
no?
