It must contain enough info, because the current `lsb_release` does get 
all its information from `/usr/lib/os-release`, see 
https://salsa.debian.org/debian/lsb/-/blob/debian/master/lsb_release.py#L318-358

This behavior hasn't changed in the last 3 years (actually 9 years...)

Please note that the code packaged in this ITP takes into account 
/etc/os-release, /usr/lib/os-release and (now also) $LSB_OS_RELEASE.
