Proposed updates for sysvinit in bullseye

Hi,

The request in #1001795 to backport the upstream shutdown +0 parsing fix seems
reasonable. The same has already been done in Devuan with no problems
encountered.

There were also documentation updates for shutdown(8) by Tomas Pospisek[1]
(cleaned up by Thorsten[2]) that missed the freeze and seem worth including at
the same time.

My proposed source debdiff is attached.

Does anybody see any problems?
