It looks like standalone packages for systemd-sysusers and
systemd-tmpfiles will be available in bookworm - cf
https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=946456 where they are
now in experimental
https://packages.debian.org/experimental/systemd-standalone-sysusers
Doesn't have troublesome dependencies?
