Hello,

setting up initscripts during an upgrade from 10 ("buster"):

| Setting up initscripts (2.96-7) ...
| Installing new version of config file /etc/default/devpts ...
(...)
| Installing new version of config file /etc/network/if-up.d/mountnfs ...
| 07bd00a3c6527c221d2bd7b6a6e952a2  /etc/rc.local.dpkg-old

The last line seems to come from 

|         set -- "$@" 804d8261a41ed2aa9476d7cfac87acd8 # Debian-10
+         md5sum /etc/rc.local.dpkg-old
|         for md5 ; do

and looks like a leftover from debugging. Care to check?
