Taking over maintainership of Opentmpfiles and Opensysuser?

Hi list,

Opentmpfiles and Opensysusers are now orphaned ( #975378  #975377) and
in order to be usable
in the incoming releasethey need some work.
Opentmpfiles is needed if you want to install php7.4-fpm (without
installing systemd, which in turn removes your desktop);
Opensysusers may be of help with tomcat9,  (to add an "or" to the
systemd depends).
Maybe there are other packages that can benefit, I haven't searched the
whole archive.

Since the split of systemd-tmpfiles and systemd-sysuser in a standalone
package is not a real thing for now, and
i don't see that coming in time for Bullseye, maybe this list should
consider taking over the two existing alternatives,
at least for the Bullsyeye cycle?

Note that I'm already working on a QA upload for opentmfiles [1] and will

likely do the same for opensysusers
