Changing elogind IPCRemove default.

(Apologies for using the incorrect config item in the subject, it is RemoveIPC).

I have not discovered or heard of any reason why making this change is not a
good idea.

I have pushed version 241.3-1+debian3 to
https://git.devuan.org/devuan-packages/elogind/tree/debian
