That is correct so.

I did not say 6, but even for 6 there may very well be users of
some dæmon that shall not be terminated by the init script shipped
with that dæmon.

Because initscripts tend to use start-stop-daemon, matching by
invocation path and, i not root, username, this will catch too much.

I did not say 6. It’s there for *all* runlevels. You yourself
showed that.

OK, so let’s add a new option for that. I don’t have a problem with
that; I wrote already that either disable gets fixed or a new correctly
working option gets added.
