Unblocking elogind testing migration

Hello all,

I am looking for suggestions of other strategies to get the elogind testing
migration unblocked. It has been manually blocked for nearly 2 months and
despite a formal unblock request (#934132) and asking regularly on
#debian-release, there is no movement.

jcristau placed the block but will not engage with any discussion other than
saying he doesn't think elogind should be in testing. Other members of the
Release Team are understandably reluctant to overrule him.

This is more urgent as the migration of gcc-9 to testing means that elogind in
bullseye now FTBFSes (#939101).
