New version of elogind (241.3-1+debian2)

elogind 241.3-1+debian1 has just entered testing (small cheer!). I want to give
particular kudos and appreciation to Sam Hartman and Ian Jackson who have been
especially helpful and also to Niels Thykier who quickly dealt with the bug in
britney that was the final hurdle.

I have a new version of elogind for review[1]. The changelog is

elogind (241.3-1+debian2) UNRELEASED; urgency=medium

  * Only build-depend on libseccomp-dev on architectures supporting it.
    Thanks to John Paul Adrian Glaubitz for the suggestion. (Closes: #940681).
  * Update Build-Depends minimum versions.
  * Add details of sd-daemon(3) implementation to libelogind0 package
    description.
  * elogind Recommends libpam-elogind.
  * Update to standards version 4.4.1 (no changes).
