I'd like to point out that upstream insserv can already put
Makefile-style dependency information under /var. Specifically in
/var/lib/insserv and startpar reads from this location. In theory it
shouldn't be too hard to put init.d script symbolic links in /var too if
someone were inclined to do so, but there seems to be more reasons not
to do that than to do it. (Possibly crossing partition barriers and
changing boot configuration when /etc could be set to read-only being
two reasons that immediately jump to mind.)
