New upstream version of elogind (v241.1)

Hello,

The new upstream version of elogind is available (241.1). I have a proposed
package for upload to Debian that I would be grateful for review of and
comments.

The most significant change is that libelogind is now ABI compatible with
libsystemd, and can be used to replace libsystemd.so with symlinks. The great
benefit of this is that policykit works with elogind without recompilation.
