The UTC variable is not in use anymore - /etc/adjtime is used now. I'm
pretty sure this issue is not within the scope of initscripts.

What do the commands `hwclock --show` and `date -R` return? What do the
files /etc/adjtime and /etc/timezone contain?

Did the problem appear only after the migration, was the time fine
before? Does the problem still persist in any way now, or is it solved?
If so, there's not much we can do now about an old migration problem.
